Biography
Evangelina Galvan Shreeve is seasoned leader with a track-record of effectively guiding strategic innovation and cultivating highly-engaged teams that consistently deliver results. With over 25 years of experience in policy and public administration, she is known for her expertise in navigating and influencing policy, relationship management, and building dynamic diversity, equity, inclusion, and accessibility (DEIA) initiatives for organizations.
Evangelina serves as both the Chief Inclusion Officer (CIO) and the Director of STEM Education and Workforce at Pacific Northwest National Laboratories (PNNL). In her work as CIO, she develops and stewards the Lab-wide DEIA strategy to simultaneously accomplish the scientific mission of the lab while promoting a diversity of people, ideas, culture, and educational backgrounds.
Evangelina also guides the development of educational programs and partnerships to strategically create pathways for historically underrepresented groups in STEM fields to build the future diverse STEM workforce for the Department of Energy. She provides oversight to all Office of Science Workforce Development for Teachers and Scientists (WDTS) projects at PNNL, including WDTS-funded diversity and outreach efforts.
During her time at PNNL, she has especially developed partnerships and programs with Minority Serving Institutions (MSI), designing a new approach to national lab/MSI collaborations. Under her leadership vision, PNNL STEM Education is leading the standard in premier learning and professional development opportunities for students and K-20 educators. She has gained national recognition for the work, quality, and impact of the programs she has led in STEM Education and been tasked with training other national laboratories and STEM leaders on how to follow similar approaches.
Her career has been consistently marked with a dedication to DEIA and a commitment to quality, excellence, and innovation. In her previous role at Columbia Basin College, where she served as the first Latino Vice President for Diversity at the institution, she established the Diversity, Development, and Grant Administration Office. Evangelina was able to help the Hispanic student population grow from 9% to 25%, resulting in Columbia Basin College becoming the first community college in the State of Washington to receive the Hispanic-Serving Institution designation.
Evangelina has provided leadership in diversity, higher education, and human resources for a variety of organizations and has served as a board member for numerous federal, state, and local programs and organizations, building an impressive network in the areas of workforce development, higher education, government, and research institutions. Notably, in February of 2021, Evangelina was invited to serve as one of the nine members on the Washington State Governor appointed Washington Student Achievement Council (WSAC), which provides strategic planning, oversight, advocacy, and program administration to support increased student success and higher levels of educational attainment for underrepresented students in Washington. A further example of her impact as a leader, She also received the 2022 Energy Justice, Equity, Diversity an Inclusion (JEDI) award from the CleanTech Alliance.
As a first-generation, bilingual college student, Evangelina earned her bachelor’s degree from the University of Washington in Psychology. She continued her education at the University of Washington’s Evans School of Public Policy and Governance, earning her master’s degree in Public Administration and Policy.
