PNNL

Ryan R. Eddy serves as the director for Homeland Security Programs in the National Security Directorate (NSD) at Pacific Northwest National Laboratory (PNNL) and has been at the Laboratory since 2009. He oversees the work PNNL performs for the U.S. Department of Homeland Security (DHS) that encompasses nearly 50 diverse projects and almost $80M worth of annual business. Ryan manages a team that engages with a multitude of components across DHS in such areas as explosives detection, nuclear security, and cybersecurity. By drawing on his nearly 7 years of experience in Washington, DC, Ryan oversees program development strategies for DHS sponsors that assure PNNL is delivering mission-relevant work. DHS sponsors at PNNL include the Combatting Weapons of Mass Destruction Office, Science & Technology Directorate, Customs and Border Protection, and the Cybersecurity and Infrastructure Security Agency, among others.

Ryan also serves on various boards and councils that value his opinion and insights on national security and regionally based topics, including the Pacific Northwest Defense Coalition and the Washington Military Alliance.

Before his time at PNNL, Ryan served as the senior policy advisor to the presidentially appointed director at the Domestic Nuclear Detection Office (DNDO) within DHS from July 2005 to January 2009. He was the primary interface with DHS headquarters staff to develop international and domestic radiation detection policy, and he supported the director with key issues that required department, interagency, and White House coordination.

Preceding his service at DNDO, he worked for two and a half years as the confidential assistant to the director of the Office of Science and Technology Policy (OSTP) in the Executive Office of the President. His role in supporting the president’s science advisor focused on homeland and national security policy issues, including biometrics, export control, and standards.

Before joining OSTP, he served for three and a half years in the Office of the Governor of Arizona as the executive management consultant for the Governor's Office for Excellence in Government (OEG). He worked closely with a multitude of top-level state agency officials in process improvement, team building, and facilitation. He taught multiple seminars on customer survey design and analysis, and he served as OEG’s chief legislative liaison and assisted in the development of the state's first homeland security plan.

Ryan received a BS in political science from Arizona State University.
